I think I just used Google and search for something (I honestly can't recall specifically for what) and found this awesome place!

Photoshop (Hate to say it, but even CS2 that they gave away (technically since the servers are down, but not fully legally) works, GIMP, InkScape, and a few others work too.

For any type of art, I tend to use either canvas (when painting), or I try to use a thick non-lined notebook paper. I think doing a lot digital still is a tad too complex for me (minus making logos, etc.) and I feel like it's harder to do something by hand than using Photoshop for example.

I'm not sure if anyone has read the tech news much, but once it hits January 2020 Microsoft will no longer support Windows 7 (unless you bought a specific set of licenses). Are you still using Windows 7, if so, do you still think you will use it or will you finally upgrade to Windows 8.1 / Windows 10?
