Photoshop (Hate to say it, but even CS2 that they gave away (technically since the servers are down, but not fully legally) works, GIMP, InkScape, and a few others work too.

I've always used a combination of GIMP and Inkscape for most of my graphic stuff on the computer.
it runs on everything from my kindle fire to my linux computer to my old macbook, and even the raspberry pi computer I built to use for my short lived computer course at ITT (the school shut down one quarter in... but hey, free college lol.)
outside of that I use blender for 3D modeling, and everything else I do on paper then scan in with gimp and inkscape for editing and digitization occasionally doing some of it with an old wacom bamboo.

I recently got a huge slew of art programs on humble bundle. So far, I really enjoy playing around with Rebelle 3. The paper texture packs make things even more interesting!
